MQ Historic Sub Committee minutes

10 February 2009

Minutes of the December meeting were read and noted as being correct.

Action Item - QHSC 38 – Rule 16.6.4.3 Prohibited Uses- Pumper carburettors

 

The sub-committee received an enquiry from John Downs, seeking clarification of rule 16.6.4.3 – Prohibited Uses Period 4 – “All power jet carburettors and all other carburettors fitted with any form of auxiliary/primary jet mounted so as to feed into the air stream prior to the main carburettor body”.  John has a 1972 BMW fitted with Dellorto PHM carburettors.  These units were fitted to Paul Smarts’ Ducati that won at Imola in 1972.  The attached link is to a site listing the technical specifications of the 1972 bike ( www.ducati.com/heritage/anni70/750imola/caratteristiche.jhtml ) They were also fitted to Moto Guzzi’s and Laverdas of this period.  He is seeking clarification of the eligibility of this model of carburettor in Period 4.

 

The members of the QHSC discussed the matter and it would appear that the wording of 16.6.4.3 would preclude the use of Dellorto PHM carburettors.  However from the experience of the QHSC members these units were in common use in the later part of the period.  The matter is to be referred to MQ for a ruling, as there may be some background to the reason for the wording.

 

Action – MQ to provide advice on this matter.

 

Action Item – QHSC 39 – Rule 16.4.3.1 – Noise Control

 

The sub-committee received an enquiry from Ian Milton in relation to the changing in the wording of the clause on noise control in section 16 of the MOMs.  In 2007 cl16.3.3 related to Noise Control and cl16.3.3.1 read – “Provided noise emission levels are not exceeded, exhaust systems may operate without silencers”.  In 2008 the wording of the section on Noise Control, namely cl16.4.3.1 read – “All exhaust systems must be fitted with an effective silencer”.  This wording has carried to the 2009 MOMs.  The QHSC agree with Ian’s view that the wording change would appear to restrict historic competition for no reason.  Machinery should be allowed to compete, based on compliance with the allowable noise level, not on the fitment of a silencer.  The QHSC cannot see why the wording was changed to something that could preclude machines from competition for no good reason.  It is important that this issue be resolved quickly as there may be problems encountered with competitors wishing to nominate for the 2009 AHRRC to be held at Warwick.

 

Action – MQ provide confirmation that machines complying with the noise emission requirements for historic road racing will be allowed to compete in historic events without the need to fit silencers.
